Job description

ABOUT ULI The Urban Land Institute is a 501(c)(3) nonprofit research and education organization supported by its members. Founded in 1936, the Institute has more than 48,000 members worldwide representing the full spectrum of land use and real estate development disciplines across private enterprise and public service.

ULI's mission is to shape the future of the built environment for transformative impact in communities worldwide. ABOUT THE IMPACT LAB The ULI Impact Lab is the philanthropically funded, systems-change arm of ULI. The Lab transforms the built environment to create places that are affordable, healthy, sustainable, and resilient by activating ULI's member expertise, trusted nonpartisan voice, partnerships, and the Lab's own insights to shape market outcomes.

This role sits in the Lab's Market Transformation team and reports to the Vice President, Market Transformation. THE ROLE America needs more housing, and the housing it builds needs to survive a changing climate. This role puts you at the center of both problems, running two of the Impact Lab's flagship funded programs, together representing more than $2 million of grant-funded work: The Northeast Offsite Construction Collaborative works with a consortium of Northeast states and our partner, the Center for Public Enterprise, to standardize the processes and costs of offsite construction and open the way to more housing production.

Resilience+ is a two-year, three-market initiative to test and refine new protocols for building climate resilience, sustainability, and insurability into the production and preservation of affordable multifamily housing. You will be the day-to-day point of contact for two high-profile institutional funders. That relationship is collaborative, not just reporting: you will help select the markets we work in, run quarterly check-ins, and make sure every milestone and deliverable lands on time.

You will not be expected to be the deepest technical expert in the room. ULI brings a senior fellow, in-house resilience experts, and a bench of consultants and specialists to these programs. Your job is to make that expertise land: own the work plans and budgets, facilitate meetings that bring states, cities, developers, insurers, and funders around the same table, and turn recommendations into sequenced action plans that agencies and housing organizations actually implement.

WHAT YOU WILL DO

Program delivery Own the work plans, timelines, and multi-market coordination for both programs Track progress against each grant’s milestones and deliverables, including convenings, implementation briefs, diagnostics, and case studies, flagging risks early and coordinating course corrections Manage each grant’s budget holistically, keeping spending within approved budgets and aligned with grant terms Funder partnership Serve as day-to-day contact for the funders' program staff, including market selection, quarterly check-ins, and progress reporting Prepare funder reporting that reflects accurate progress against each grant’s goals, outcomes, and metrics Technical assistance and coordination Provide hands-on assistance to state agencies working to expand offsite construction and to municipalities and housing organizations advancing housing resilience Coordinate the Collaborative’s three workstreams (policy, single-family, multifamily) in partnership with the Center for Public Enterprise, and Resilience+ market engagements and owner cohorts Coordinate a bench of senior technical assistance providers, consultants, and subject-matter experts so the right expertise is deployed at the right time Work across ULI teams, including the Foundation, Corporate Partners, and Marketing, and support periodic updates to Impact Lab leadership WHAT ARE WE LOOKING FOR Required A solid grounding in housing, through policy, finance, or program delivery, with the credibility to work directly with state and city agencies At least 8 years of progressively responsible experience, including helping a state, city, or community design and implement a program, ideally in housing or resilience Demonstrated success managing large, multi-year, multi-stakeholder grants or programs, including budgets, deadlines, and funder deliverables Exceptional organization and facilitation skills: you enjoy running complex multi-stakeholder meetings and keeping sprawling projects on schedule Experience working with or reporting to institutional, corporate, or philanthropic funders Clear written and spoken communication for both practitioner and funder audiences Bachelor’s degree in public policy, public administration, urban planning, real estate, or a related field, or equivalent practical experience Preferred Exposure to climate resilience, sustainability, or insurance as applied to housing Familiarity with affordable housing finance tools such as Low Income Housing Tax Credits Experience with HUD technical assistance or similar federal, state, or philanthropic technical assistance programs A Master’s degree in a related field Association, membership organization, or nonprofit experience WHAT SUCCESS LOOKS LIKE In your first 90 days, you will be inside both programs: across the work plans, trusted by the funders as their day-to-day contact, and working fluently with our senior fellow, the Center for Public Enterprise, and the consultant bench.

By the end of year one, Resilience+ has a full work plan and a tested framework ready to implement in year two, the Offsite Construction Collaborative is showing real alignment across the Northeast states on standards with a line of sight to increased housing production, and both funders are getting accurate, on-time reporting from a program they trust.

Beyond that, the portfolio will evolve with new markets, partners, and funding, and so will the role for someone who delivers.

COMPENSATION

AND BENEFITS The salary range for this position is $90,000 to $100,000. Actual compensation will be based on experience, education, skills, and other job-related factors. ULI offers a comprehensive benefits package including health, dental, and life insurance; generous vacation leave; and retirement plan with employer match.

WORKING CONDITIONS The Urban Land Institute (ULI) is committed to shaping the future of the built environment for transformative impact in communities worldwide, and we embrace our core values of integrity, collaboration, inclusion, and excellence in service to our members.
