Human Resources Operations Manager
Job description
The HR Operations Manager for our Buchanan, NYmanufacturing facility is an influential HR leader who has successfully guided organizations through change in a union manufacturing environment. They possess strong labor relations expertise, exceptional leadership coaching skills, and a demonstrated ability to build credibility with both operations leaders and union employees while driving culture, engagement, and business transformation.
Strategic HR & Change Leadership+ Partner with plant leadership to align workforce strategies with operational goals and business priorities. + Lead change management initiatives that support continuous improvement, workforce modernization, and growth. + Assess organizational readiness, manage employee impacts, and drive successful adoption of change.

Use workforce data and employee insights to influence decisions and improve organizational effectiveness. + Develop a strong understanding of manufacturing operations, production metrics, and workforce requirements.Labor & Employee Relations+ Serve as the primary HR resource for labor and employee relations in a union environment.

Build and maintain productive labor-management relationships based on trust, communication, and collaboration. + Provide guidance on collective bargaining agreements, grievance administration, investigations, disciplinary actions, and contract interpretation. + Coach leaders on employee relations, conflict resolution, policy application, and effective communication.

Promote employee engagement initiatives that strengthen trust and support organizational change.Leadership Development & Organizational Effectiveness+ Develop leaders capable of successfully leading teams through change and transformation. + Coach supervisors and managers on leadership effectiveness, accountability, communication, performance management, and workforce engagement.

Embed TEC values into leadership practices and employee experiences.Compliance & Employee Experience+ Ensure compliance with employment laws, labor regulations, company policies, and labor agreements. + Oversee investigations, corrective actions, documentation, and compliance initiatives. + Support clear, transparent employee communications and change-management efforts.
Safety & Risk Management+ Partner with EHS and operations leaders to reinforce a strong safety culture. + Participate in incident reviews, risk reduction efforts, and safety communications. + Ensure HR programs and training reinforce safe work practices and regulatory compliance.Continuous Improvement+ Participate in Gemba walks and support World Class Manufacturing (WCM) initiatives.
- Collaborate with cross-functional teams to drive continuous improvement and operational excellence. + Champion accountability, innovation, collaboration, and adaptability. + Serve as a visible change leader who helps employees embrace and sustain improvements. Through strong leadership, labor relations expertise, and partnership with operations, the HR Operations Manager creates an environment where employees feel respected, engaged, and connected to Saint-Gobain’s purpose of Making the World a Better Home .
Required Qualifications+ 7+ years of progressive Human Resources experience, including leading workforce and organizational change initiatives in a manufacturing environment. + 5+ years of leadership or supervisory experience. + Significant experience managing labor relations in a unionized environment, including collective bargaining agreement administration, grievance resolution, employee relations, and workforce engagement.

Proven ability to influence leaders, build credibility across all levels of the organization, and drive organizational and cultural change. + Experience leading workforce planning, organizational effectiveness, and employee development initiatives. + Excellent communication, facilitation, coaching, conflict resolution, and relationship-building skills.

Strong analytical and problem-solving capabilities with a data-driven approach to decision-making.Preferred Qualifications + Bachelor's degree in Human Resources, Business, Industrial Relations, or a related field. + Experience supporting continuous improvement, Lean Manufacturing, World Class Manufacturing (WCM), or operational excellence initiatives.

Provided is the national pay range for this position, which is $102,000 to $158,000 per year. However, the base pay offered may vary depending on geographic region, internal equity, job-related knowledge, skills, and experience among other factors. In addition to base salary, this position is eligible for an annual bonus.
The targeted bonus amount is 13% of base salary based on company and individual performance measures. The Total Target Cash range (base pay and annual bonus) for this position, is $115,260 to $178,500. Bonus payments are part of variable compensation and by nature can vary based on company and individual performance and is not a guarantee.
