REAL PROPERTY APPRAISER TAX DEPARTMENT SALARY $38,246.00-$59,281.00 $18.39-$28.50/Hour General Statement of Duties Performs responsible administrative and technical work in real estate appraising for the Tax Department for tax purposes. Distinguishing Features of the Class An employee in this class performs intermediate skilled technical work appraising, assessing and reassessing real property for tax purposes, conducting field investigations, assisting citizens with real property appraisal and tax matters and performing related work as apparent or assigned Work is performed under regular supervision and is evaluated through conferences, review of work, records and documents and feedback from citizens.

Duties and Responsibilities

Essential Duties and Tasks Obtains building permits to identify land and residential structures that need to be appraised; obtains current property tax card and map of property Assess new construction, renovations, additions and demolitions based on data from building permits. Maintain and review parcels for accuracy, update property record cards and adjust property values.

Completes property card with new information and prepares sketches on property improvements and provides information to administrative staff for entry of information into the computerized database. Tactfully and professionally confer with property owners, contractors, other real estate professionals and the general public on current market values and other related inquiries as needed.

Assist in developing values for all real property for an eight year cycle revaluation and act as a liaison with the Appraisal Firm for this project. Defend values before the Board of Equalization and Review and/or Property Tax Commission, as needed. Researches and gathers information to render an accurate judgment in valuing real property; uses established schedules, market trends, local construction costs, sales data and related references to value property at an equitable rate; determines value of demolished structures and mobile homes; calculates new effective ages for renovation, additions or remodeling.

Conducts research on property values, real estate sales and trends, and other relevant data to maintain current knowledge of real property values in the County. Additional Job Duties Perform other related duties as needed. Recruitment and Selection Guidelines Knowledge, Skills and Abilities General knowledge of principles and practices of real estate appraising for assessment purposes.

General knowledge of building construction practices and land valuation. General knowledge of the state laws and ordinances relating to real property assessing. Ability to read and understand building construction plans and specifications. Ability to analyze factors which tend to influence the value of property and to exercise judgment in the determination of property values.

Ability to write clear and concise reports; ability to establish and maintain effective working relationships with contractors, consultants, associates and the general public. Physical Requirements Work requires the occasional exertion of 25 pounds of force; work regularly requires walking, sitting, speaking, hearing, using hands to finger, handling, feeling and repetitive motions, frequently requires pushing, pulling and occasionally requires standing, climbing, balancing, stooping, kneeling, crouching, crawling, reaching with hands and arms and lifting; Work has standard vision requirements, requiring close vision, distance vision and depth perception; Work requires vocal communication to express or exchange ideas orally; work requires hearing to perceive information at normal spoken levels; Work requires preparing and analyzing written or computer data, using measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; Work regularly requires exposure to outdoor weather conditions and occasionally requires working near moving mechanical parts and working in high, precarious places; Work is generally in a moderately noisy location (e.

g. business office, light traffic).

Education and Experience

Associate or Technical Degree with coursework in real estate, business or related field and minimal experience in real estate appraisals or an equivalent combination of education and experience. Special Requirements Valid North Carolina Driver’s license. Ability to obtain NC Real Property Appraiser Certification through the NC Department of Revenue within two years of hire.

Certified to appraise residential property. Continue education through classes and conferences to maintain certification.
