Job description
Starting Salary Range: $50,983.00 - $60,687.00 POSITION SUMMARY The Right of Way Inspector is a field position within the Engineering Services Department, working under the supervision of the Construction Inspections Manager. This position is responsible for the permitting and inspection of franchise and dry utility construction performed within City right-of-way and utility easements.
This position ensures appropriate traffic control and construction practices are followed, protects the City's public infrastructure, and confirms proper restoration of the right-of-way once construction is complete, safeguarding the integrity of the City's infrastructure and the safety of the traveling public during third-party construction activity.
WHAT YOU'LL DO
Permit Review
- Review, process, and approve right-of-way permit applications for franchise and dry utility construction. Records Research
- Research existing public infrastructure record drawings to inform permit review and inspection activities. Applicant Coordination
- Assist in coordinating proposed work with right-of-way permit applicants prior to permit submittal when necessary. Construction Inspection
- Inspect and observe construction activities for compliance with all requirements of the approved permit, and City Standards, including all necessary safety practices. Citizen Response
- Respond to citizens' concerns related to permitted activity in a timely and professional manner. Interdepartmental Coordination
- Coordinate work with other City departments to resolve infrastructure conflicts. Restoration and Compliance
- Ensure adequate restoration of all disturbed work areas following construction activity, and prevent or stop unpermitted construction activity occurring within right-of-way. Equipment Care
- Responsible for the efficient and safe operation, care, and appearance of assigned equipment. Additional Duties
- Perform other miscellaneous inspection needs of the Engineering Services Department as operational needs evolve. Duties, responsibilities, and priorities may change at any time with or without notice.
WHAT YOU'LL BRING
Plan Reading
- Ability to accurately read and interpret civil construction plans, franchise utility plans, and franchise utility schematics. Construction Knowledge
- General knowledge of civil construction and franchise utility practices. Public Safety
- Working knowledge of public safety principles, including work zone traffic control and construction site safety requirements. Technology
- Ability to use computers, tablets, and related inspection software. Field Judgment
- Ability to hear and visually inspect work safely while present in traffic and hazardous construction situations. Communication
- Ability to communicate effectively with contractors, engineers, and the public. EXPERIENCE, EDUCATION AND LICENSES/CERTIFICATIONS High school diploma or equivalent. Valid Texas driver's license, Class C. Minimum of two (2) years of public works construction experience, or equivalent. Extensive knowledge of public safety and construction site safety requirements, with the ability to respond in emergency situations, preferred. Familiarity with subsurface utility inspection, directional drilling, irrigation systems, stormwater pollution prevention, or GIS, preferred. TCEQ Water/Wastewater license(s) and irrigation license preferred. WORKING CONDITIONS Work is performed both in the field and in office settings, with regular exposure to active construction sites, vehicular traffic, and varying weather conditions. The employee must be able to work independently to monitor permitted construction activity across the City. The physical demands of this position are consistent with medium work. The employee must be able to exert up to 50 pounds of force occasionally, up to 30 pounds of force frequently, and up to 10 pounds of force constantly to move objects, including over long distances between work sites. The employee must be able to move about active work sites and between City facilities, including accessing confined spaces such as manholes, crawl spaces, and narrow enclosures; operate a motor vehicle in various terrains; use computers, tablets, and measurement devices; and communicate effectively with contractors, engineers, and the public in active field and office environments. Close and distance visual acuity is required to review plans, inspect work for defects, and safely operate a vehicle. This position is subject to exposure to extreme heat (above 100°F for periods exceeding one hour) and extreme cold (below 32°F for periods exceeding one hour), with consideration for wind and humidity. The employee will encounter indoor and outdoor conditions, elevated noise levels, vibration, and atmospheric conditions such as fumes, odors, dust, mists, gases, or poor ventilation. Additional hazards include proximity to moving mechanical parts, moving vehicles, electrical current, and chemicals common to construction sites. These conditions are inherent to the role and represent essential functions of the position. Appropriate personal protective equipment (PPE) is required and provided.
