Job description
DAI is looking to recruit senior international and local consultants for an upcoming EU funded Public Finance Management Support Programme in Pakistan, for which the procurement procedure is expected to take place in Q1 of 2027. OBJECTIVES (as per the Action Document) The Overall Objective of this action is to scale up the implementation of Global Gateway in Pakistan.
The Specific Objective of this action are to: To strengthen public financial management at federal and provincial level, with a focus on strategic budgeting, integrated public investment management, and oversight - including integrated gender and climate responsive approach. Outputs and activities focus on the federal level as well as the provinces of Sindh, Balochistan and Khyber Pakhtunkhwa.
Specific Objectives are: 1.1 Contributing to Outcome 1 (or Specific Objective 1): Strengthened sector-based integrated inclusive planning, budgeting, and oversight at federal and provincial levels. 1.2 Contributing to Outcome 1 (or Specific Objective 1): Enhanced implementation and oversight of public investment management, procurement policies, and investment modalities (privatisation & public-private partnerships) at federal and provincial levels.
1.3 Contributing to Outcome 1 (or Specific Objective 1): Strengthened strategic, policy-driven annual and medium-term budget planning and implementation at federal and provincial levels. 1.4 Contributing to Outcome 1 (or Specific Objective 1): Improved transparency and green and gender responsive budget planning and reporting at federal and provincial levels, with a focus on water and renewable energy sectors.
Indicative activities relating to Output 1.1: Sector based integrated planning, budgeting and oversight Co-develop and pilot (iterative) sector strategies in Khyber Pakhtunkhwa (KP), Sindh, and Balochistan, ensuring costed investment plans are aligned with Public Sector Development Programme (PSDP) cycles. Establish adaptive budget task forces and strengthen MTBFs and project costing to improve execution, prioritisation, and public investment efficiency.
Set up real-time M&E systems to track capital projects and enable data-driven adjustments in planning and budgeting. Indicative activities relating to Output 1.2: Strengthening Public Investment Management (PIM) Governance & Compliance Strengthen and harmonise PIM frameworks across federal and provincial levels, including province specific reform plans and institutional coordination mechanisms.
Embed gender and climate responsiveness, and improve project appraisal, evaluation, and risk assessment for PPP and privatisation pipelines. Conduct compliance reviews and deliver targeted capacity building on PIM, procurement, and governance systems. Indicative activities relating to Output 1.3: Strategic Budgeting & Fiscal Governance Provide demand-driven technical assistance on macro-fiscal forecasting, economic modelling, and subsidy analysis to support fiscal sustainability and respond to emerging macroeconomic risks.
Strengthen budget tools and frameworks, including MTFFs and programme-based budgeting, at both federal and provincial levels. Conduct expenditure reviews and support institutional capacity building to enable coordinated, strategic, and sector-based budgeting across government levels. Indicative activities relating to Output 1.
4: Gender & Climate-Responsive Budgeting Institutionalise gender and climate budget tagging in annual and medium-term budgeting processes across priority sectors. Enhance performance monitoring and reporting of gender, climate, and disaster-related public expenditures. Strengthen institutional capacities and coordination mechanisms within the Government of Pakistan through targeted training at federal and provincial levels.
INDICATIVE KEY EXPERT PROFILES: Key Expert 1: Team Leader & Public Investment Management Expert Qualifications and skills: University Master degree in the fields of Development Economics, Economics, Finance, Accounting, Public Policy/Public Administration PhD degree in one of the above mentioned fields would be an asset Excellent command of English and excellent report writing skills General professional experience Minimum 15 years of experience in Public Finance Management (PFM) of which at least 10 years in developing countries Minimum 3 years of professional experience as Team Leader or in an equivalent position managing donor funded programmes, preferably EU funded, which included enhancing coordination among national and sub-national level government authorities; Specific professional experience Minimum 10 years of specific professional experience in PFM with focus on public investment planning and management Specific experience in one or more of the following PFM areas would be a strong advantage: experience in Medium Term Budgetary Framework, output based budgeting; performance based budgeting, macroeconomic analysis, forecasting and modelling, fiscal policy and fiscal management, public procurement, etc.
Knowledge and experience with EU Global Gateway and EU financing instruments (e.g. EFSD+) would be a strong advantage; At least 3 years of recent experience in PFM in Pakistan working with the Ministry of Finance and/or Ministry of Planning would be a strong advantage Key Expert 2: Senior Budget Planning Expert Qualifications and skills: University Master degree in the fields of Development Economics, Economics, Finance, Accounting, Public Policy/Public Administration PhD degree in one of the above mentioned fields would be an asset Excellent command of English and excellent report writing skills Good working knowledge of Urdu, Pashtun or Sindhi would be a strong advantage General professional experience: Minimum 12 years of experience in Public Finance Management (PFM) of which at least 8 years in developing countries, Minimum 5 years of experience in PFM / budget reform support projects funded by international donors, preferably EU funded projects Specific professional experience: Minimum 8 years of experience in budget planning and other aspects of the budget cycle; Specific experience in one or more of the following PFM areas would be a strong advantage: experience in Medium Term Budgetary Framework, output based budgeting; performance based budgeting, gender budgeting, climate budgeting, public investment planning, public investment management, developing costed investment plans, public procurement, etc.
Experience of at least 1 year in PFM in Pakistan with focus on improving budget processes would be a strong advantage; Previous experience of working with both the Ministry of Finance and the Ministry of Planning at federal and provincial level (Balochistan , Sindh, Khyber Panktunkhwa) is a distinct advantage Key Expert 3: Macro-Fiscal / Macroeconomic Forecasting and Modelling Expert Qualifications and skills: University Master degree in the fields of Development Economics, Economics, Econometrics, Taxation or other related fields PhD degree in one of the above mentioned fields would be an asset Excellent command of English and excellent report writing skills Good working knowledge of Urdu, Pashtun or Sindhi would be a strong advantage General professional experience: Minimum 12 years of experience in Public Finance Management (PFM) of which at least 8 years in developing countries, Minimum 5 years of experience in PFM reform / macro-fiscal reform projects funded by international donors, preferably EU funded projects Specific professional experience: Minimum 10 years of experience in macroeconomic and fiscal planning, forecasting and modelling of which minimum 5 years in these fields in developing countries; Specific experience in one or more of the following PFM areas would be a strong advantage: experience in Medium Term Budgetary Framework, output based budgeting; performance based budgeting, gender budgeting, climate budgeting, public investment planning, public investment management, public procurement, etc.
Experience of at least 2 years in PFM in Pakistan with focus on improving fiscal management at both federal and provincial (Sindh, Balochistan, Khyber Panktunkhwa) would be a strong advantage; Location and travel: The main place of assignment shall be indicatively Islamabad, Pakistan Travel within the State will be required and will be subject to relevant project and EU rules and regulations, including security protocols and the outcome of contemporary security assessments.
