SCC POSITION DESCRIPTION Journeyman Level Contracts Support Specialist
- Remote VA CONTRACTS SUPPORT SERVICES POSITION OVERVIEW Position Title: Journeyman Level Contracts Support Specialist
- Remote Classification: Full-Time / Exempt Customer: Department of Veterans Affairs (VA) Salary Range: Commensurate with experience, education, and certifications Clearance Required: Ability to obtain and maintain VA Security Clearance / CAC Card Work Location: Remote (U.S.-based with periodic local VA office visits for CAC/equipment pickup) POSITION SUMMARY SCC is seeking a Journeyman Level Contracts Support Specialist to perform a range of pre-award and post-award contracting actions using established federal acquisition procedures to ensure accurate, timely, and compliant contract execution. Work may be performed remotely from anywhere in the U.S., with occasional visits to local VA offices for security processing, CAC issuance, and pickup of government-furnished equipment. We have various teams supporting these efforts, and most teams work on contract closeouts. ROLES AND RESPONSIBILITIES The Journeyman Level Contracts Support Specialist will perform the following primary duties across pre-award and post-award acquisition phases: Pre-Award & Post-Award Support Solicit, evaluate, negotiate, analyze, and advise on contracts for supplies and services, including complex and high-dollar acquisitions. Assist with contract awards and terminations, providing informed recommendations to the Contracting Officer. Analyze and evaluate certified cost and pricing data, along with other pricing information, to determine price reasonableness. Prepare and maintain complete contract files and required electronic documentation. Research and interpret evolving regulations, policies, guidance, and laws to support contracting recommendations. MINIMUM QUALIFICATION REQUIREMENTS Candidates must meet the following qualification requirements: Education Bachelor's degree from an accredited college or university, including at least 24 semester hours in qualifying business-related coursework (e.g., accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization/management). Experience Minimum 4 years of relevant federal contracting experience. Documented experience in both pre-award and post-award acquisition processes. Familiarity with the Federal Acquisition Regulation (FAR) and Veterans Affairs Acquisition Regulation (VAAR). Strong interpersonal, written, and verbal communication skills.
PREFERRED QUALIFICATIONS
(DESIRED BUT NOT REQUIRED) The Government will consider the following experience and credentials as beneficial. Candidates possessing these qualifications will be viewed as stronger candidates: Certified Professional Contracts Manager (CPCM) certification issued by the National Contract Management Association (NCMA). Contracting management experience, including pre-award and post-award activities, contract administration, and acquisition documentation support.
Proficiency in the full Microsoft Office suite: Word, Excel, PowerPoint, and Outlook. Demonstrated ability to communicate complex acquisition and programmatic matters effectively, both orally and in writing, to senior Federal officials and executive-level stakeholders. Ability to read, interpret, and apply Government policy, regulations, and directives across all PWS task areas.
CORE COMPETENCIES Federal Acquisition Expertise Working knowledge of FAR, VAAR, and applicable federal acquisition policies. Program/Project Management Mastery of program planning, scheduling, risk management, and performance monitoring. Analytical & Reporting Skills Advanced proficiency in Excel, data analysis, and management reporting tools.
Stakeholder Engagement Ability to build productive relationships with senior Federal officials and CORs. Policy Interpretation & Application Skilled at translating complex regulatory guidance into actionable program procedures. Leadership & Accountability Proven ability to lead cross-functional teams and maintain contractual performance standards.
