WHITE MOUNTAIN APACHE BEHAVIORAL HEALTH SERVICES, INC. JOB DESCRIPTION POSITION: HUMAN RESOURCES DIRECTOR CLASSIFICATION CODE: EXEMPT FULL TIME REPORTS TO: CHIEF OPERATING OFFICER & CHIEF EXECUTIVE OFFICER STATEMENT OF JOB: The Human Resources Director provides executive-level leadership and strategic direction for all Human Resources functions of Apache Behavioral Health Services (ABHS).
Reporting to the Chief Operating Officer and the Chief Executive Officer, the Director serves as a key advisor to executive leadership on workforce strategy, employee relations, organizational development, compensation and benefits, performance management, recruitment and retention, HR policy, and employment-related compliance.
The Director develops and oversees Human Resources programs, systems, policies, and practices that support ABHS's mission, workforce needs, and long-term organizational goals. The position ensures HR operations are effective, consistent, compliant, and responsive to the unique needs of a Tribal behavioral healthcare organization.
DUTIES AND RESPONSIBILITIES
Provides strategic leadership and direction for all Human Resources functions, including workforce planning, recruitment and retention, compensation, benefits, employee relations, performance management, training and development, HRIS, and HR policy administration. Serves as a strategic advisor to the Chief Executive Officer and executive leadership regarding workforce matters, organizational effectiveness, employee relations, staffing needs, and Human Resources risks.
Develops short- and long-term Human Resources strategies aligned with the mission, strategic priorities, operational needs, and workforce requirements of ABHS. Leads workforce planning efforts, including evaluation of staffing needs, recruitment and retention challenges, succession needs, workforce capacity, and critical or difficult-to-fill positions.
Oversees recruitment, selection, onboarding, orientation, and offboarding processes and ensures practices are timely, consistent, effective, and compliant with applicable requirements, including Indian Preference requirements. Provides leadership and guidance regarding employee relations matters, workplace complaints, corrective action, performance concerns, investigations, conflict resolution, and other sensitive personnel matters.
Oversees the development, implementation, interpretation, and consistent administration of Human Resources policies and procedures and recommends revisions based on organizational needs, regulatory requirements, and HR best practices. Oversees ABHS's compensation and classification practices and provides recommendations regarding salary structures, position classifications, internal equity, market competitiveness, and compensation adjustments.
Provides strategic oversight of employee benefit programs and works collaboratively with Finance, benefit providers, brokers, and other partners to evaluate program effectiveness, cost, compliance, and employee needs. Leads and oversees the organization's performance management program, including performance expectations, evaluation processes, supervisor accountability, employee development, and related training.
Develops and oversees organizational training and professional development strategies, including leadership and supervisory development, required workforce training, and continuing education initiatives. Establishes and maintains systems to ensure required employee licenses, credentials, certifications, background requirements, and training requirements are appropriately monitored and documented.
Provides leadership and supervision to Human Resources staff, including establishing priorities, assigning responsibilities, developing staff capabilities, evaluating performance, and ensuring appropriate segregation and delegation of HR responsibilities. Oversees Human Resources information systems and records management practices to ensure data integrity, confidentiality, appropriate access, regulatory compliance, and effective workforce reporting.
Develops and monitors Human Resources metrics and reports related to staffing, vacancies, turnover, retention, recruitment, compensation, workforce demographics, employee relations, and other key workforce indicators; identifies trends and recommends appropriate action. Partners with executive leadership and department leaders to identify organizational and workforce challenges and develop strategies to improve employee engagement, communication, retention, leadership effectiveness, and organizational culture.
Works collaboratively with Finance regarding personnel budgets, workforce projections, compensation costs, benefit expenses, and other Human Resources financial considerations. Ensures Human Resources practices comply with applicable Tribal and federal requirements and other employment-related requirements applicable to ABHS.
Coordinates with legal counsel and regulatory or governmental agencies as appropriate. Maintains awareness of emerging Human Resources practices, workforce trends, employment requirements, and developments affecting Tribal and behavioral healthcare organizations and recommends appropriate organizational responses. Develops and maintains productive relationships with educational institutions, professional organizations, Indian Health Service, licensing and credentialing entities, recruiting resources, and other workforce partners.
Promotes a professional, respectful, accountable, and culturally responsive workplace consistent with the mission and values of ABHS and the White Mountain Apache Tribe. Participates as a member of the organizational leadership team and contributes to strategic planning, organizational initiatives, and executive-level decision-making.
Performs other tasks as assigned by the Chief Operating Officer & Chief Executive Officer.
MINIMUM QUALIFICATIONS
Bachelor's degree in Human Resources Management, Business Administration, Organizational Leadership, Public Administration, or a related field; an equivalent combination of relevant education and progressively responsible Human Resources experience may be considered. Minimum of seven (7) years of progressively responsible Human Resources experience, including at least three (3) years in an HR leadership, management, or supervisory capacity.
Demonstrated experience across multiple Human Resources disciplines, including employee relations, recruitment and retention, compensation, benefits, performance management, HR policy, workforce planning, and employment compliance. Experience advising executive leadership and managers regarding complex and sensitive employee relations and workforce matters.
Demonstrated knowledge of applicable Tribal and federal employment laws, regulations, and employment practices, including Indian Preference requirements. Experience developing, interpreting, implementing, and administering Human Resources policies, procedures, programs, and systems. Experience with HRIS and related Human Resources technology, including workforce reporting, data integrity, confidentiality, and use of HR data to support organizational decision-making.
Strong leadership, judgment, critical thinking, problem-solving, communication, and interpersonal skills, with demonstrated ability to handle sensitive and confidential matters appropriately. Ability to develop and implement short- and long-term Human Resources strategies aligned with organizational objectives. Experience working within a Tribal government, Tribal organization, healthcare organization, behavioral healthcare environment, or similarly regulated organization preferred.
Professional Human Resources certification such as SHRM-CP, SHRM-SCP, PHR, SPHR, THRP, or equivalent preferred. Ability to work effectively and collaboratively within a rural, multicultural, and Tribal organizational environment. Knowledge of White Mountain Apache culture and/or ability to speak the Apache language preferred.
Must meet all applicable background, fingerprinting, driving, and other employment requirements established by ABHS. **NOTE: Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act (Title 25, U.S. Code, Section 472 and 473).
