Job Title: Senior Officer/Officer (Government Partnerships) Location: Patna,. Bihar Travel: As required, within the state.

Position Overview

Lend A Hand India is working in partnership with the State Council of Educational Research and Training (SCERT), Bihar and in close coordination with the Bihar Education Project Council (BEPC) to strengthen and expand vocational and skill education across school education in the state. The Officer/Sr. Officer will play a key role in supporting the Government of Bihar in translating the vision of NEP 2020 and NCF-SE 2023 into effective, scalable and contextualised skill education programs across schools.

The role will involve working closely with government stakeholders, schools, vocational training partners, industry and other ecosystem partners to strengthen the design, implementation, monitoring and institutionalisation of skill education. The position will require a combination of program management, government engagement, strategic thinking, field implementation and strong execution capabilities.

Key Responsibilities

  1. Government & Stakeholder Engagement Build and manage relationships with SCERT, BEPC and other government stakeholders. Coordinate consultations, reviews, workshops and program planning with government teams. Develop presentations, concept notes, reports and other government-facing documents.
  2. Program Design & Implementation Support implementation of Kaushal Bodh (Grades 6–8) and Kaushal Vikas (Grades 9–12) across schools. Support contextualisation of skill offerings based on student needs, local industry and state priorities. Identify implementation challenges and develop practical solutions with government and partners.
  3. School & Ecosystem Mapping Coordinate school surveys covering infrastructure, existing vocational education and school-level requirements. Map local industries, employers, training institutions and other relevant ecosystem partners. Use findings to inform trade selection, program design and student opportunities.
  4. Teacher & Trainer Capacity Building Support onboarding and management of vocational training partners, trainers and resource persons. Coordinate teacher training, Training of Trainers (ToT) and master trainer development. Support development of training resources and capacity-building systems.
  5. Industry & Student Engagement Develop linkages with industries and employers for guest lectures, exposure visits, internships and other student opportunities. Support placement drives, job fairs and pathways for employment and further education. Coordinate with training partners and industry stakeholders to strengthen student progression.
  6. Monitoring, MIS & Quality Assurance Support implementation of state-level monitoring and review systems for vocational education. Setup an MIS and use data to track implementation and identify gaps. Prepare dashboards, progress reports and analytical presentations for program reviews.
  7. Policy & System Strengthening Support the state in developing strategies and roadmaps for expanding vocational education across school stages. Contribute to systems for alumni tracking, student progression and employment pathways. Identify opportunities for convergence across SCERT, BEPC, schools, training partners and industry. Requirements

Experience & Qualification Bachelor's Degree in Education, Social Sciences, Development Studies, Management, Public Policy or a related field . Master's degree will be an added advantage. 3 - 5 years of relevant experience in education, skill development, development sector, government projects, or program implementation.

Experience working with government departments, schools, NGOs or education programs will be an advantage. Understanding of NEP 2020, Skill Education, vocational education, or school education systems will be preferred. Skills & Competencies: Ability to manage and coordinate multiple and complex stakeholders. Understanding of the school-based Skill Education ecosystem.

Strong problem-solving and analytical skills. Ability to think on your feet and respond effectively to unexpected challenges. Strong coordination and communication skills. Ability to work collaboratively with internal and external teams. Good documentation, presentation, and reporting skills. Ability to manage multiple priorities and work within timelines.

Proficiency in MS Office, particularly Excel and PowerPoint. Strong verbal and written communication skills in English and Hindi; knowledge of Hindi is essential for stakeholder engagement in Bihar.
