Job description
• Conduct business analysis, stakeholder engagement, and user-centered design activities limited to the application portfolio and approved integrations.
- Design and implement system, application, and database architecture consistent with enterprise standards.
- Develop and maintain web applications, RESTful APIs, and automation necessary to support functionality, using Visual Studio, MVC, C#, SQL server Data Tools, Python, Web API, Bootstrap, Angular Js, Ajax, JavaScript, CSS, JQuery, and JSON.
- Produce test plans and test artifacts and support automated testing as defined within scope.
- Use Scrum/Agile methodology to develop dynamic web and database applications using, but not limited to ".NET", with various SQL or NoSQL databases on premise and/or cloud.
- Deliver user documentation, administrator guides, training materials, and perform knowledge transfer activities as required by deliverables.
- Support accessibility (Section 508), privacy, and security requirements throughout the SDLC and provide artifacts required for ATO packages when applicable.
- Provide steady-state production support during business hours, including incident triage, resolution, and problem management.
- Monitor system health and performance and support agreed Service Level Agreements (SLAs).
- Manage configuration, release, and change control processes using Government- approved DevOps tools.
- Maintain data repositories, backups, and recovery procedures.
- Support integration with enterprise data feeds (e.g., n. Vision, NBS, Service. Now) as currently implemented or as authorized.
- Provide application support and status reporting as required.
- Communicate regularly with Contracting Officer (CO), Contracting Officer Representative (COR) and key stakeholders on the progress including early and candid notification on risks and issues.
- Support modernization initiatives incrementally and subject to Government prioritization, funding availability, and authorization.
- Plan and execute consolidation of IC-specific instances into a single enterprise platform when directed by the Government.
- Support cloud adoption planning and migration activities as approved, including security and cost considerations.
- Implement automation, CI/CD pipelines, and architectural improvements as scoped and approved.
- Evaluate emerging technologies and provide recommendations. Any AI-enabled functionality shall comply with Federal AI governance requirements and shall not be implemented without written Government approval.
- Understand user’s preference and shipping history, offer personalized product recommendations to enhance user engagement and satisfaction.
- Improve customer experience as it relates to service requests and document management. Streamline the process by allowing minimal clicks and order tracking updates.
- Improve communication, efficiency, consistency, accuracy, timeliness, integrity, quality, and access to managed information across the enterprise. Monitor and update security protocols to prevent data breach.
- Develop EPLC (Enterprise Performance Life Cycle) based systems using Agile methodology, maintain systems with regular updates, provide both applications and end- user support, and improve the agility of software development and delivery.
- Increase compliance with Federal and Department Green IT goals and initiatives. Highlight eco-friendly green products to reduce environmental impact.
- Maintain applications high availability of 99.9% during the normal business hours.
