Director, Technical Program Management
Job description
Goodwill Central Texas is seeking a Director, Technical Program Management to lead and develop a team of Technical Program Managers who manage the technology scope of projects and programs across the organization. The team supports initiatives with a material technology component, including broader business initiatives in which business owners retain accountability for nontechnical work.
The Manager will also directly lead technology delivery for assigned business clients while assigning team members to portfolios and balancing priorities and capacity. The Director will establish consistent technology delivery practices using Jira and Confluence, coach the team, and oversee roadmaps, backlogs, dependencies, risks, and delivery outcomes across the portfolio.
As the team grows, the Manager will remain responsible for delivering their own assigned technology work as well as leading the team. This position is open to direct applicants only. Third-party recruiters, agencies, and staffing firms will not be considered. Visa sponsorship is not available for this role. Function and People Leadership Establish the Technical Program Management function, define its responsibilities and service model, and grow its capabilities in step with Technology team needs.
Initially lead assigned technology programs directly while building the TPM team and delivering its hiring plan. Lead, coach, and develop Technical Program Managers and, as the team grows, managers; set expectations for performance, professional growth, accountability, and collaboration. Lead workforce planning, including headcount planning, hiring, onboarding, succession, and talent development for the TPM function.
As the team grows, delegate portfolio and program ownership to TPMs and managers, clarify decision authority, and hold team members accountable for results. Build a culture of clear commitments, transparent status, timely escalation, and learning from delivery outcomes. Technology Portfolio Strategy Initially manage the technology delivery portfolio for one or more assigned business areas, maintaining visibility into initiatives, demand, roadmaps, dependencies, constraints, and delivery health.
As the TPM team grows, coordinate technology priorities and capacity across the business areas it supports, giving Technology leaders a connected view of demand and delivery. Partner with Technology and business leaders to assess requests and align technology work with agreed priorities and available capacity. Recommend sequencing and delivery tradeoffs when demand exceeds capacity, including work to staff internally, deliver with partners, defer, or stop.
Establish planning and review practices that connect business needs to Technology capacity, delivery forecasts, and agreed outcomes. Identify dependencies and risks across supported technology programs, resolve issues within delegated authority, and raise material decisions to the appropriate leader. Operating Model, Governance and Performance Define standards for intake, discovery, prioritization, program governance, risk management, executive reporting, and post-launch review.
Set expectations for roadmaps, backlogs, decision records, delivery forecasts, and portfolio dashboards using Jira and Confluence. Establish clear ownership and escalation paths among TPMs, business owners, technical leaders, vendors, and executive sponsors. Define portfolio and function measures that show delivery health, predictability, capacity, risk, and progress toward approved outcomes.
Review results across the portfolio and direct improvements when plans, controls, or delivery practices do not meet organizational needs. Executive and Cross-Functional Partnership Advise the Senior Vice President, Technology and executive peers on portfolio health, delivery capacity, material risks, investment options, and decisions required.
Communicate complex technology delivery constraints and tradeoffs in clear business terms, with recommendations and decision impacts. Partner with business executives and owners to clarify desired outcomes, decision rights, organizational readiness, and nontechnical dependencies. Align Technology leaders, business functions, Finance, vendors, implementation partners, and consultants around portfolio commitments and governance.
Oversee the TPM function’s coordination of vendor and partner commitments; escalate material performance, scope, transition, and dependency concerns to contract or service owners. Strategic Program Sponsorship Sponsor or guide select enterprise programs when executive alignment, cross-portfolio decisions, or exceptional organizational complexity require director-level involvement.
Ensure assigned managers have clear authority, resources, escalation routes, and executive support to lead their programs.
