CODE: 1508 FLSA: NON-EXEMPT GRADE: 17 CITY OF NEWBERRY, SOUTH CAROLINA JOB DESCRIPTION JOB TITLE: INVESTIGATOR (JUVENILE OFFENDERS) INVESTIGATION DIVISION POLICE DEPARTMENT GENERAL STATEMENT OF JOB Under general supervision, performs advanced law enforcement work in investigating all violations of State, Municipal, and Federal laws and statutes in order to protect life and property of Newberry citizens.

Work involves preparing and presenting crime prevention programs for various groups and establishing neighborhood watch programs; performing extensive public relations activities; reporting investigative findings; maintaining evidence; maintaining files; and preparing various reports and records. Employee works under stressful, high-risk conditions.

Reports to the Police Major. SPECIFIC DUTIES AND RESPONSIBILITIES ESSENTIAL JOB FUNCTIONS Investigates all violation of State, Municipal, and Federal laws and statutes which includes interviewing suspects and victims, preparing cases for family court, enlisting assistance from various organizations and groups, providing counseling as needed, assisting in presenting court cases, and assisting other agencies in investigations.

Prepares and presents crime prevention programs for the City; speaks to students, faculty, and church organizations in promoting crime prevention. Directs juvenile program, which involves interviewing, and counseling juveniles in related criminal offenses. Establishes neighborhood watch programs; presents programming to watch groups; performs both residential and commercial security surveys to aid in the prevention of crime.

Compiles, prepares, and processes administrative reports including incident reports, laboratory reports, breathalyzer reports, medical reports, polygraph reports, forensics reports, autopsy reports, statistical reports, case records, inspection reports, and general office correspondence. Works under stressful, high-risk conditions.

Investigates crimes reported to the Police Department which involves preparing cases for prosecution in court, interviewing victims and suspects, interviewing witnesses, attending autopsies, creating line-ups, creating and maintaining informers, processing crime scenes, maintaining evidence, obtaining and executing warrants, etc.

Page Break Conducts examinations and compositions of physical evidence such as fingerprints and footwear, render opinions as to the identity. Presents cases at preliminary hearings and to the grand jury and circuit courts. Assists in the investigations of internal affairs; assists patrol units as needed. Photographs crime scenes and evidence; processes and develops films.

Remains on call twenty-four (24) hours per day for emergency situations. Takes walk-in reports. Performs fingerprinting at the Police Department. Conducts forensic interviews of sexual assault victims. Assists Narcotics Division as needed. Assists Patrol shift with answering calls, directing traffic, patrolling parks, and working parades.

Receives and/or reviews various records and reports such as reports, statements, evidence, law updates, and forensic interview reports. Prepares and/or processes various records and reports such as line ups, search warrants, arrest warrants, case files, and juvenile petition files. Refers to Internet, email, law books, University of South Carolina Children’s Law Office publication, training memorandums, policy and procedure manuals, codes / regulations, publications and reference texts, etc.

Operates a police vehicle and a variety of equipment such as two-way radio, radio, copier/fax machine, digital camera, laptop computer, workstation, printer, tape recorder, etc. Uses a variety of tools such as weapons, taser, asp baton, pepper spray, handcuffs, bulletproof vest, crowbar, saw, metal detector, tape measure, utility knife, etc.

; a variety of supplies such as writing instruments, hole punch, copy paper, file folders, general office supplies, etc.; and a variety of computer software such as Law. Trak, Microsoft Office, Internet, Microsoft Publisher, NCIC, etc. Interacts and communicates with various groups and individuals such as the Captain, co-workers, attorneys, suspects, witnesses, victims, and the general public.

ADDITIONAL JOB FUNCTIONS Assists in answering the telephones and working security for various schools, businesses, and private functions in the City of Newberry. Performs other related duties as required. Page Break MINIMUM EDUCATION, TRAINING, AND EXPERIENCE Requires an Associate’s degree in criminal justice, business, social science, or other relevant field, with three years of experience in law enforcement; or any equivalent combination of education, training, and experience, which provides the required knowledge, skills, and abilities.

Must have successfully completed required courses and certification; may be required to possess additional certification(s) as deemed necessary by the City. Must possess a valid South Carolina driver's license.

MINIMUM QUALIFICATIONS

OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS Physical Requirements: Must be physically able to operate different types of equipment and machinery including police vehicle and other law enforcement equipment, etc. Must be physically able to exert up to one hundred pounds of force occasionally and/or frequently to lift, carry, push, pull, or otherwise move objects.

Physical demands are in excess of sedentary work. Work involves reaching, bending, stooping, standing, walking, standing, running, climbing, and balancing. Must be able to satisfy requirements of Police Physical Fitness Course. Data Conception: Requires the ability to compare and/or judge the readily observable, functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.

Interpersonal Communication: Requires the ability of speaking and/or signaling people to convey or exchange information. Includes giving assignments and/or directions to co-workers or assistants. Includes receiving assignments and/or directions from supervisors. Language Ability: Requires the ability to read a variety of informational documents, incident reports, accident reports, warrants, etc.

Requires the ability to prepare letters, warrants, accident reports, evidence forms, etc. using prescribed format and conforming to all rules of punctuation, grammar, diction and style. Must be able to speak with poise, voice control and confidence; and to articulate information to others. Intelligence: Requires the ability to apply principles of rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of instructions furnished in written, oral, diagrammatic or schedule form.

Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of technical and/or professional languages including Law Enforcement and Public Safety. Numerical Aptitude: Requires the ability to add and subtract totals; to multiply and divide; and to determine decimals and percentages.

Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape. Motor Coordination: Requires the ability to coordinate hands and eyes rapidly and accurately in using an automobile, police and fire equipment, etc. Page Break Manual Dexterity: Requires the ability to handle a variety of items, office equipment, control knobs, switches, etc.

Must have minimal levels of eye/hand/foot coordination. Color Discrimination and Visual Acuity : Requires the ability to differentiate colors and shades of color; requires the visual acuity to determine depth perception, night vision, peripheral vision, inspection for small parts; preparing and analyzing written or computer data, etc.

Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. The worker needs to relate to people in situations involving more than giving or receiving instructions. Must be adaptable to performing under minimal levels of stress when confronted with an emergency. Physical Communication: Requires the ability to talk and/or hear: (talking: expressing or exchanging ideas by means of spoken words; hearing - perceiving nature of sounds by ear).

PERFORMANCE INDICATORS Knowledge of Job : Has thorough knowledge of the methods, polices, and procedures of the Police Department as they pertain to the performance of duties of the Juvenile/Crime Prevention Sergeant. Has considerable knowledge of the practices, procedures, rules, and regulations of the Police Department.

Has extensive knowledge in modern procedures and programs relating to crime prevention. Is able to give advice and make recommendations on home and commercial security systems. Has knowledge of the activities related to law enforcement, investigations, criminal justice, and related activities and programs. Has knowledge of how to maintain emergency vehicles and related equipment, supplies and materials.

Is skilled in administering first aid and CPR. Has knowledge in proper techniques relating to handling criminals and suspects. Is able to communicate both orally and in writing with various agencies, and individuals of a variety of professions. Is able to respond, act, and think quickly and accurately in stressful and/or emergency situations.

Is able to maintain accurate records of policies and procedures established by the department. Is able to communicate effectively, follow broad instructions, and give instructions clearly and concisely at all times. Is able to operate and maintain various equipment and machines, operating same in safe manner. Is able to work in varying degrees of adverse weather conditions.

Has extensive knowledge of criminal behavior and methods of operation. Is able to analyze problems that arise in the areas under supervision and recommend solutions. Has knowledge of how to operate two-way radio equipment. Has knowledge of radio codes and signals. Is able to work under stressful or dangerous conditions, often involving considerable personal risk or risk to others.

Quality of Work: Maintains high standards of accuracy in exercising duties and responsibilities. Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Maintains high quality communication and interface with all City departments and divisions, co-workers and customers, and the general public.

Quantity of Work: Maintains effective and efficient output of all duties and responsibilities as described under "Specific Duties and Responsibilities." Dependability: Assumes responsibility for doing assigned work and for meeting deadlines. Completes assigned work on or before deadlines in accordance with directives, City policy, standards and prescribed procedures.
