Mach has a position available in our Pipeline team as a Pipeline Estimator based out of Oklahoma City, OK.

POSITION SUMMARY

We are seeking an experienced Pipeline Estimator with civil, mechanical, structural, and pipeline experience. The Pipeline Estimator will be responsible for preparing accurate and competitive cost estimates for pipeline maintenance, rehabilitation, and integrity management projects. The role includes developing complete estimates, evaluating project documentation, and preparing proposals that align with company objectives and client requirements.

KEY RESPONSIBILITIES

Review client RFPs and analyze the scope of work, specifications, drawings, and other documentation in preparation for a detailed estimate. Attend pre-bid meetings (virtual/on-site). Prepare and issue Basis of Estimate documents. Read and interpret contract documents and project requirements. Perform quantity takeoffs, conceptual estimates, and unit price estimating.

Apply work hour unit rates to generate the overall direct work hours. Identify self-perform vs. subcontracted scopes in collaboration with Operations. Identify temporary facility and field staffing needs. Solicit and analyze supplier, vendor, and subcontractor quotes. Identify project-specific general conditions, including site weather and HSE requirements.

Analyze project risks and apply appropriate contingency factors. Review the final scope of work with Operations to ensure the estimate reflects expectations for the final product and schedule. Ensure all bid forms and RFP deliverables are complete, compliant with client requirements, and delivered on time. Facilitate estimate review meetings with Project Management and Leadership to finalize estimates.

Participate in post-bid reviews and answer client questions. ADDITIONAL DUTIES AND EXPECTATIONS Promote and maintain consistent estimating systems and procedures. Develop rates and time durations associated with tasks. Conduct productivity studies for various work conditions. Evaluate subcontractor capability and performance.

Build and maintain historical cost and rate databases. Facilitate risk assessment workshops to support estimate development. Review project execution plans to ensure alignment with the Basis of Estimate. Work with Procurement to obtain vendor data, budget pricing, and contractor services. Prepare routine estimating and reporting documentation.

QUALIFICATIONS

Bachelor’s degree in Construction Management, Engineering, or a similar field (preferred). 5+ years of experience estimating industrial projects in the oil and gas sector. Proficient in MS Office (including Project and Excel) and estimating software (Viewpoint Estimating/ProContractor preferred). Strong technical writing skills.

Ability to manage multiple estimates simultaneously and meet deadlines. Competitive bid experience in gas compression, processing facilities, and gathering and mainline pipeline installations. Construction field experience preferred. Advanced knowledge of estimating strategies and techniques. Thorough understanding of construction industry practices, processes, and standards and their impact on project activities.

Strong sense of urgency as it relates to completing tasks on time and meeting deadlines. Advanced oral and written communication skills. WORKING CONDITIONS Use a computer, phone, and standard office equipment. Work extended hours and adjust priorities to meet project goals. Attend and participate in meetings. Travel on short notice, including potentially extended trips.
