Position: President & Chief Executive Officer Location: Chicago, IL strongly preferred Reporting Relationship: Board of Governors With a 110-year heritage, the National Insurance Crime Bureau (NICB) is the nation's premier not-for-profit organization dedicated exclusively to fighting insurance fraud and crime. NICB was formed in 1992 through the merger of the National Automobile Theft Bureau (NATB) and the Insurance Crime Prevention Institute (ICPI), two long-standing nonprofit organizations dedicated to combating vehicle theft and insurance fraud.

With roots dating back to the early 20 th century, NICB carries more than a century of collective expertise in investigative intelligence and industry collaboration. Today, NICB represents more than 1,200 member organizations, including 96% of the U.S. property and casualty insurance market, along with vehicle rental companies, auto auctions, financial institutions, and strategic partners.

With 400 employees, the organization works closely with law enforcement agencies, prosecutors, government officials, technology experts, and international crime-fighting organizations to combat and prevent insurance crime. At the core of NICB’s model is its ability to convene the collective resources of the insurance industry and apply intelligence-driven operations to identify emerging threats, detect fraud, and deter criminal activity.

Through advanced analytics, education and crime prevention initiatives, and strategic policy and advocacy efforts, NICB plays a central role in strengthening the industry’s ability to anticipate and respond to evolving risks. As the only U.S. organization positioned to aggregate industry-wide data and coordinate across insurers and law enforcement at scale, NICB occupies a uniquely trusted and influential role in the fight against insurance fraud and vehicle theft.

The President & Chief Executive Officer of the NICB provides leadership and direction to all strategic and operational activities of the organization, with the guidance and oversight of the Board of Governors. They will: Maintain and enhance the continuity of NICB’s long history of providing value to its insurance company members, law enforcement, and the public.

Oversee and manage the delivery of NICB’s existing products, services, and initiatives, and its senior leadership and staff, driving measurable increases in both efficiency and effectiveness. Recognizing the ever-changing nature of the industry, create new products and services as industry risks emerge. Lead comprehensive strategic and operational planning, in close collaboration with the Board of Governors and member companies, and with the input of senior leadership and the field, law enforcement, and other interested stakeholders.

This should include updated return on investment (ROI) performance metrics. Cultivate and maintain strong, strategic, forward-looking relationships with member companies, law enforcement, other stakeholders, and partners at the executive level; and set direction for organizational relationships at lower levels. Set strategies to proactively seek new potential member and stakeholder relationships in response to industry and technology transformation.

Determine and proactively respond to changing consumer behaviors coupled with fast evolving AI, STP and digital capabilities that will impact the way NICB supports member companies’ interests related to insurance crime and fraud, to include effects on claim handling, fraud identification and SIU, the utilization of technology and investigative resources, partnerships with law enforcement, third parties, etc.

Identify gaps in capabilities to better combat current and emerging insurance crime tactics and capabilities; lead the cultivation of new strategic directions and innovations to more effectively and efficiently address member companies’ interests in combating insurance crime. Attract, develop, and retain top talent to support the NICB’s strategic and operational goals.

Oversee the timely and accurate reporting and analysis of budgets, financial reports and financial trends to assist the Board and Department Heads in performing their responsibilities. Lead NICB Senior Leadership Team in on-going strategic prioritization discipline and bold change leadership that anticipates and meets/exceeds industry demands.

Actively participate in industry efforts to combat insurance fraud; lead the NICB’s partnerships with key external stakeholders, including serving on boards or executive committees to maintain and enhance NICB’s profile and best serve the fraud-fighting community. Travel is required. The President & Chief Executive Officer of the NICB must demonstrate agile, transformative leadership, strategic vision married with curiosity, courage, sound operational capability, business acumen, analytical skills, good judgment, executive communication and presentation skills, and the ability and desire to engage a variety of internal and external stakeholders with a particular focus on the needs of customers (members).

They should have: Managed and transformed a comparably sized, nationwide organization; they will have created and supported superior, dynamic, responsive, and measurable performance throughout an organization or department. Experience as a proactive thought leader and innovator who has achieved measurable organizational improvement.

Significant leadership experience in designing and implementing organizational strategy in collaboration with a Board and other internal and external stakeholders. Significant experience in large organizational operations leading both a considerable workforce as well as sizeable data-related enterprises. P&C insurance industry experience (strongly preferred), ideally in general management, claims, or operational leadership roles with significant exposure to the effective utilization of data, analytics, technology, innovation customer experience and continuous improvement Candidates from adjacent insurance and financial services sectors may also be considered, especially those facing similar fraud risk (e.

g., banking, consumer finance, healthcare). Law enforcement experience or credibility very helpful. Demonstrated track record of innovation and transforming organization with data, analytics, and technology. Experience briefing, partnering and cultivating relationships with a Board. Experience engaging, managing, and leveraging internal and external strategic stakeholders, e.

g., Leaders of leaders, Board and association members, industry organizations, law enforcement, governmental entities, third-party vendors, partner high-performance teams; Experience in organizational risk management. CEO and departmental succession planning experience required. Exceptional presentation and public speaking skills.

A demonstrable understanding of the complex civil and criminal legal environments the NICB and member companies operate within, and an appreciation for the controls necessary to mitigate risk. Experience negotiating agreements with key strategic partners. Experience influencing public policy preferred. Collaborative and consensus-oriented with the ability to act.

The ability and interest to commit at least five to seven years to the role of CEO. Bachelor’s degree required; Master’s degree or equivalent as well as relevant designations, certification, and/or affiliations preferred. Salary Range and Statement: The salary range for this position is $525,000 to $575,000. Additional compensation may be awarded based upon annual company and individual performance in the manner of an annual lump-sum bonus.
