Job description
Overview
The Consortium for Clinical Research and Innovation Singapore (CRIS), a wholly owned subsidiary of MOH Holdings, was established in 2020 with the goal of strengthening synergies and promulgating strategies for national-level clinical research and translation programmes under the stewardship of the Singapore Ministry of Health.
CRIS brings together seven national R&D, clinical translation and service programmes to advance clinical research and innovation for Singapore, and establish important capabilities for a future-ready healthcare system. The Business Entities under CRIS include:
- Singapore Clinical Research Institute (SCRI)
- National Health Innovation Centre (NHIC)
- Advanced Cell Therapy and Research Institute, Singapore (ACTRIS)
- Precision Health Research, Singapore (PRECISE)
- Singapore Translational Cancer Consortium (STCC)
- Cardiovascular Disease National Collaborative Enterprise (CADENCE)
- SIngapore Medical FOundation AI model (SIMFONI) Together, CRIS makes a positive difference to Singapore patients and researchers by ensuring that these clinical research platforms and programmes are at the cutting edge of capability development and innovation. If you are as passionate as we are in clinical trials and research, we want you! SIMFONI SIMFONI is Singapore's national programme building healthcare AI models grounded in local clinical guidelines and Asian patient data. SIMFONI envisions a transformed health system that is patient-centric, data-driven and digitally-enabled to better empower health, prevent disease and provide excellent value-based care. To realise this vision, SIMFONI’s mission is to design and implement innovative solutions essential for the desired health system transformation.
About the Role
SIMFONI is looking for a clinician scientist to lead the clinical development and translation of Singapore’s funded National Medical Foundation Model programme (SIMFONI). The programme spans the three public healthcare clusters and national Health. Tech partners, with a range of clinical products including a Clinical Multi-Agent System (C-MAS) for cardiometabolic decision support in primary care.
The candidate will lead the programme across four fronts. First, clinical product front translating clinical workflows and needs into product requirements and leading the design of the system’s clinical tasks, safety envelope and clinician-facing outputs. Second, regulatory and governance strategy across programme phases and operating the programme’s clinical AI governance mechanisms.
Third, clinical evaluation in designing and executing the evaluation programme across the model lifecycle, from benchmarking through post-deployment surveillance. Fourth, translation in managing progression from research artefacts to deployed services across the Singapore healthcare settings.
Key Responsibilities
- Serve as clinical lead for the National Medical Foundation Model programme
- Act as the bridge between SIMFONI and clinical partners across the three public healthcare clusters and other relevant clinical stakeholders in the Singapore healthcare sector.
- Advocate clinician and patient perspectives in engineering, product, data and UX decisions.
- Lead regulatory and governance strategy, including intended-use statements, risk classification, clinical evaluation evidence packages, and post-market surveillance commitments.
- Conduct any execution requirements required for programme success, including project management, user-centred design, analytics, research, IRB submissions, procurement, manuscript and board paper writing.
- Lead clinical product definition for the Clinical Multi-Agent System and successor products: clinical task decomposition, safety envelope, intended-use scope, benefit-ranked output design, and clinician-facing UI/UX requirements.
- Operationalise and build on AI frameworks across all programme use cases including tier-by-tier evaluation design, use-case-specific progression criteria and thresholds, accountable owners, fallback and rollback actions, and funded revalidation capacity.
- Design and execute clinical evaluations across the lifecycle: benchmark and test-set curation with subgroup and adversarial coverage (Tier 1); clinician-rated simulation studies including longitudinal and adversarial scenarios (Tier 2); silent-mode evaluation on real patient data with expert adjudication (Tier 3); staged real-world pilots with workflow, human-AI interaction and safety assessment (Tier 4); and longitudinal post-deployment surveillance covering performance, drift, equity and override behaviour (Tier 5).
- Publish and present the programme’s methods and results in peer-reviewed venues; maintain and grow the programme’s standing in the international clinical AI evaluation and governance community.
- Keep up-to-date on the state-of-possible in clinical AI, foundation models, evaluation methodology and regulatory expectations around the world, and translate these into programme strategy for Singapore’s unique healthcare needs and opportunities. Required Qualifications
- MBBS, MD, or equivalent medical training with clinical experience post-graduation.
- Demonstrated research track record in clinical AI, digital health or a related field, evidenced by peer-reviewed publications; a higher degree (e.g., PhD, MCI, MPH, MS) or equivalent applied research experience.
- Experience evaluating AI or digital health products across the development lifecycle, including benchmarking, disaggregated subgroup evaluation, clinician-rated studies, silent-mode or prospective clinical studies, is an advantage
- Working knowledge of medical AI regulation and governance, including HSA Software as a Medical Device (SaMD) requirements, IMDRF risk categorisation and lifecycle-based oversight; direct regulatory submission experience is an advantage.
- In-depth knowledge and experience with Singapore’s healthcare system, including the practical and systemic differences between healthcare settings (i.e., community, primary care, and tertiary) as well as between public and private providers.
- Experience working cross-functionally with non-clinical teams, including software engineers, data scientists, product managers, UX designers, and legal and regulatory functions.
- Excellent communication and writing skills, including scientific writing and the ability to brief senior stakeholders and boards.
- Familiarity with generative AI, large language models, multi-agent systems and their failure modes in clinical settings will make the candidate an exceptionally good fit. What you need to know Successful candidate will be offered a 3-year renewable contract. We regret that only shortlisted candidates will be contacted.
