Job description

Summary The Monitoring, Evaluation and Learning (MEL) Officer plays a pivotal role in strengthening Agrisolve’s programme impact by designing, implementing, and refining robust MEL systems across all agricultural initiatives. This position ensures rigorous data collection, analysis, and reporting to assess programme effectiveness, drive adaptive management, and support evidence-based decision-making.

The MEL Officer will work closely with smallholder farmers, women, youth, agribusinesses, and key stakeholders through Greenconnect Centres, mechanisation services, input credit schemes, market access programmes, and digital agriculture platforms. By maintaining high data integrity and fostering a culture of learning, the officer enables Agrisolve to demonstrate measurable impact, meet donor requirements, and continuously improve programme outcomes.

Responsibilities

Develop and implement comprehensive MEL frameworks, logical frameworks, and results measurement plans aligned with donor, organisational, and national development goals. Design context-specific indicators and data collection tools that support rigorous impact tracking and accountability. Lead baseline, midline, endline, and impact assessments to evaluate programme outcomes and inform strategic adjustments.

Conduct regular field monitoring visits and quality assurance activities to validate data accuracy and integrity. Manage centralized programme databases and digital data collection systems using Kobo. Toolbox, ODK, Comm. Care, SurveyCTO, and Microsoft Power BI. Analyse quantitative and qualitative data to generate actionable insights and produce dashboards, performance reports, and data visualizations.

Document lessons learned, best practices, and success stories; facilitate learning workshops and After Action Reviews (AARs). Support programme innovation by translating data insights into practical improvements and recommendations. Design and execute research studies on agricultural productivity, livelihoods, and market systems using surveys, focus group discussions, and key informant interviews.

Prepare high-quality MEL reports including monthly, quarterly, annual impact reports, donor submissions, outcome harvesting reports, and case studies. Deliver targeted capacity-building sessions for field officers, programme staff, and partners on data collection, results-based management, and MEL tools. Represent Agrisolve in technical working groups, donor meetings, and cross-sectoral collaborations with government agencies, research institutions, and development partners.
