Capital Projects Budget and Procurement Officer
Job description
TITLE: Capital Projects Budget/ Procurement Officer SALARY: Scale 126 / step dependent on related experience DEPARTMENT: Finance LENGTH OF CONTRACT: 245 days QUALIFICATIONS: Associate's Degree or higher in business administration or related field required. Minimum of three years of public/governmental construction procurement and finance experience required.
CPPO or CPPB national certification is required, or ability to obtain certification within two years. Strong proficiency with financial systems, Microsoft Office-Excel and Word. Meticulous attention to detail and commitment to task completion. Self starter able to function independently yet supports a Team effort. IMMEDIATE SUPERVISOR: Chief Financial Officer JOB SUMMARY: Responsible for functions related to procurement and monitoring of all funds for the District's Capital Program, and ensuring compliance with the District's Procurement Code and Finance policies and procedures.
PERFORMANCE RESPONSIBILITIES:
- Administers various procurement methods for construction and capital projects in the Long Range Facilities Plan/Capital Improvement Program, to include writing precise specifications; developing RFPs, RFQs, or other appropriate source selection documents; evaluating bids and proposals with review committee for determination of award; preparing award letters and statements of intent to award.
- Maintain and reconcile budgets and expenditures for all capital improvement funding sources in a monthly spreadsheet format reconciled with Harris/CSI, and present quarterly reports.
- Work collaboratively with District Facilities/Finance Leadership Team for weekly review of projects.
- Work with District Administration on attendance line changes when needed, and work collaboratively with Dorchester County GIS Coordinator.
- Prepare purchase orders or procurement card purchases for approved projects related to capital projects, and process related payments needed.
- Work collaboratively with District Procurement Team.
- Facilitate Citizens Advisory Review Team (CART) quarterly meetings, and prepare and update Master Project List of all referendum projects.
- Performs all other duties and responsibilities as assigned by the Chief Financial Officer.
