Work Location: Kanto / Kansai Scope: Japan & APAC Reporting Line: Global Head of International Public Policy (overseas management) Public Policy Strategy & Execution Develop and execute international public policy strategies with a primary focus on Japan and broader APAC markets Partner with local affiliates to adapt global policy priorities into effective market-level strategies Provide strategic guidance on healthcare policy topics, including: Market access Pricing and reimbursement Health technology assessment (HTA) Intellectual property Healthcare innovation Sustainability Support policy positioning, advocacy materials, and stakeholder engagement strategies Policy Intelligence & Advisory Monitor healthcare policy, legislative, and regulatory developments across Japan and APAC markets Identify emerging opportunities and risks and provide strategic insights to global stakeholders Support affiliates in navigating complex policy environments External Engagement & Collaboration Build and maintain relationships with government stakeholders, industry associations, think tanks, and external partners Collaborate closely with colleagues across Government Affairs, Corporate Affairs, Market Access, Legal, Regulatory, and other functions Strengthen alignment between global priorities and local market needs Global Policy Leadership Contribute to the development of global policy frameworks and guidance Share market insights and best practices across international teams Support consistent policy approaches across regions Requirements Required Qualifications Advanced degree in public policy, international relations, law, public health, or related fields Approximately 15+ years of experience in public policy, government affairs, healthcare policy, or related roles Strong understanding of healthcare systems and policy environments in Japan and APAC Experience working with global organizations and country affiliates Ability to translate complex policy issues into practical business strategies Strong stakeholder management and communication skills Fluent Japanese and English communication skills Preferred Background Experience within the pharmaceutical, biotechnology, healthcare, or life sciences industry Proven ability to operate effectively in a global, cross-functional environment Experience engaging with government and external healthcare stakeholders
