Job Overview: HR Operations Supervisor is responsible for overseeing all Human Resources Operations and Government Relations activities to ensure full compliance with Saudi labor laws and regulatory requirements.

The role manages employee lifecycle processes, HR administration, payroll coordination, employee services, and government platforms including Qiwa, Muqeem, GOSI, Mudad, Ministry of Human Resources & Social Development (MHRSD), and other relevant authorities.

Key Responsibilities

HR Operations

  • Manage end-to-end employee lifecycle processes, including onboarding, orientation, employee transfers, promotions, contract management, probation management, contract renewals, employee movements, and offboarding activities.
  • Supervise daily HR operations and administrative activities to ensure efficient and consistent service delivery.
  • Ensure HR policies, procedures, and employment practices are implemented consistently across the organization.
  • Supervise HR coordinators and administrative staff , providing guidance, support, and performance oversight.
  • Manage leave administration, attendance records, and payroll inputs in coordination with relevant departments.
  • Ensure HR systems, databases, employee records, and personnel files are accurately maintained, regularly updated, and treated confidentially.
  • Oversee employment contracts, probation periods, renewals, amendments, probation confirmations, and related employee documentation
  • Administer employee benefits, medical insurance, leave programmes, and other employee support services.
  • Ensure compliance with Saudi Labor Law, company policies, and internal HR procedures.
  • Lead HR operational projects and continuous process improvement initiatives.
  • Monitor Saudization (Nitaqat) requirements and support workforce planning and reporting activities.
  • Support performance management, employee engagement, and employee relations initiatives from an operational and administrative perspective.
  • Manage disciplinary actions, investigations, and grievance procedures in accordance with labor regulations and company policies. Government Relations Lead all government relations activities with relevant ministries, regulatory authorities, and external service providers. Manage company accounts on government platforms, including Qiwa, Muqeem, GOSI, Mudad, Balady, Ryadhi, Absher Business, Ministry of Commerce , and other applicable systems. Oversee visa issuance, work permits, Iqama renewals, employee transfers, exit/re-entry visas, final exit process, and other immigration-related activities. Ensure timely renewal of company licenses, commercial registrations, certificates, permits, and other statutory documentation. Coordinate employee registrations, social insurance matters, labor compliance requirements, and related government transactions. Ensure compliance with Saudi Labor Law, Saudization (Nitaqat) requirements, labour inspections, and regulatory obligations. Monitor changes in labour laws and government regulations and advise management on required actions. Maintain accurate records of government documentation, employee permits, visa status, and expiration dates. Coordinate government inspections, audits, inquiries, and regulatory reviews related to HR and employment matters. Ensure timely submission of statutory reports, filings, and compliance documentation. Support expatriate employee immigration, residency, and employment documentation processes. Supervise all government-related HR transactions and compliance activities. Compliance & Employee Relations Ensure compliance with labor laws, company policies, and statutory requirements. Assist in handling employee grievances and disciplinary matters. Support internal investigations while maintaining confidentiality. Participate in internal and external HR audits. Recommend improvements to HR policies and operational procedures. Leadership & Supervision Supervise, coach, and develop HR Operations team members. Allocate workloads and monitor performance and support team effectiveness. Support the establishment and monitoring of departmental KPIs and service standards. Promote a culture of customer service, accountability, compliance, and continuous improvement.

Requirements

Qualifications Bachelor's degree in Human Resources, Business Administration, or a related field. HR professional certification (SHRM-CP, PHR, CIPD, or equivalent) is preferred. Government Relations certification or relevant professional accreditation is advantageous. Experience 5–8 years of progressive HR experience.

Minimum 2–3 years in a HR supervisory role. Experience in HR Operations, employee administration, payroll coordination, employee services, and labour law compliance. Experience handling government relations and regulatory compliance activities within Saudi Arabia.
