Training & Leadership Development Lead

This position supports Frederick County RFP #26-700 Business Analysis, Project and Talent Management Consulting Services, specifically within the Leadership/Staff Development, Training & Coaching service area. The role supports County personnel through the design and delivery of leadership development programs, staff training initiatives, coaching engagements, and workforce development efforts.

Design and deliver leadership training, staff development, and executive coaching programs for County departments. Develop curriculum and training materials aligned with departmental development needs and County priorities. Facilitate team-building, group cohesion, strategic planning, and goal-setting sessions. Support succession planning and career development initiatives when included within task order requirements.

Mentor and coach program managers, project managers, and staff on leadership best practices. Project Management Professional (PMP) ® Information Technology Infrastructure Library (ITIL) Certified Scrum. Master (CSM) Leadership development and executive coaching expertise. Curriculum design, instructional development, and training program management experience.

Classroom instruction, workshop facilitation, and adult learning methodologies. Organizational development, mentoring, and succession planning knowledge. Strong communication, presentation, interpersonal, and stakeholder engagement skills. Ability to engage executive leadership and large organizational audiences.
