Job description
We are seeking, on behalf of our client company in the oilfield services sector, a (Local Buyer) to manage procurement activities, supplier relationships, and logistics coordination in Libya.
Responsibilities
Procurement Execution: Source goods and services on time, obtain and evaluate quotations, issue purchase orders, and record transactions accurately in ERP. Supplier Management: Build and maintain vendor relationships, negotiate pricing and terms, and update the approved vendor list. Logistics Coordination: Work with logistics/operations teams to ensure timely delivery, monitor shipment status, and escalate delays.
Documentation & Records: Maintain complete procurement files including POs, contracts, invoices, and shipping documents in line with company procedures. Compliance: Ensure all procurement activities follow company policies, internal controls, and local regulations; escalate risks when necessary. Cost Control & Optimization: Track market trends, identify savings opportunities, and improve procurement processes.
Reporting: Prepare periodic procurement reports, highlight critical materials, and flag risks affecting operations.
Requirements
Good knowledge of the Libyan market, especially Tripoli and field operations. Proficiency in procurement systems (ERP systems). Strong negotiation, organization, and communication skills. Ability to work effectively with cross-functional teams under tight deadlines. High level of accuracy in documentation and data entry.
Bachelor’s degree in Business Administration, Finance, Procurement, or a related field (preferred). Minimum of 3 years of experience in procurement or purchasing, preferably within the oil and gas or industrial sector. Fluency in English (spoken and written). Working Hours: Sunday- Thursday, 8:30am to 5:00pm.
